网罗全球缺陷 尽听网友谏言

1、Key personnel unable to demonstrate rescue launching device operation by reserve battery power and in dead ship condition.

1、关键船员不能在瘫船状态下用备用电源演示救助艇的释放设备。

依据:SOLAS/CIII/R19: On-board training in the use of the ships life-saving appliances,including survival craft equipment, and in the use of the ships fire-extinguishing appliances shall be given as soon as possible but not later than 2 weeks after a crew member joins the ship. However, if the crew member is on a regularly scheduled rotating assignment to the ship, such training shall be given not later than 2 weeks after the time of first joining the ship. Instructions in the use of the ships fire-extinguishing appliances, life-saving appliances, and in survival at sea shall be given at the same interval as the drills. Individual instruction may cover different parts of the ships life-saving and fire-extinguishing appliances, but all the ships life-saving and fire-extinguishing appliances shall be covered within any period of 2 months.

2、Port and starboard man overboard marker rope length shortened by knotting- not ready for use with full length of rope.

2、两舷的快速释放救生圈的连接绳被打结缩短,不能充分利用连接绳的所有长度。

依据:SOLAS/CIII/R7:不少于总数一半的救生圈应设有符合规则2.1.2要求的自亮灯;这些救生圈中不少于2个还应设有符合规则2.1.3要求的自发烟雾信号,并应能自驾驶室迅速抛投;设有自亮灯的救生圈和设有自亮灯及自发烟雾信号的救生圈,应均等地分布在船舶两舷,这类救生圈不应是按本条之1.2要求的装有救生索的救生圈。

3、Port side pilot ladder showing knots in wood steps and spreaders.

3、左舷引水梯踏板和横挡板上有木节。

Port side ladder manufactured March 2016 clearly states compliance with IMO Res. A 1045(27) and ISO 799 (2004) and clearly does not due to knots throughout in wood steps and spreaders.

依据:LSACODE/CVI/R6:登乘梯的踏板应:采用没有节疤或其他凹凸不平外形的硬质木制成, 而且加工平滑并无锐利棱边和毛刺, 或采用其他等效性质的适用材料制成;

4、Bridge officers only recording GPS positions on ECDIS, no means of verifying position by other means.

4、驾驶员只在ECDIS上记录了GPS船位,没有通过其他方式核实船位。

依据:STCW: The largest scale chart on board, suitable for the area and corrected with the latest available information, shall be used. Fixes shall be taken at frequent intervals, and shall be carried out by more than one method whenever circumstances allow. When using ECDIS, appropriate usage code (scale) electronic navigational charts shall be used and the ship’s position shall be checked by an independent means of position fixing at appropriate intervals.

5、the largest scale of chart ba 1601 not used during the arrival of shanghai port in the voyage plan (from kwangyang to shanghai made on 16th sep 2016).

5、到上海港的航次计划里没有使用最大比例尺海图。

6、Fresh water tank air vent defective.

6、淡水舱的空气管 – 缺陷。
